His Excellency Yuan, Acting Governor-General of the
Liang Kuang, to Mr. J. W. Jamieson,
"I have the honour to acknowledge the
receipt of your despatch in the matter of the criminal Liang Tom. I find that the Kowloon Convention merely mentions that
the territory in question was leased to Great Britain, but does not state that the inhabitants thereof agreed to change their nationality and become British subjects. You refer to the
opinion of the leading legal authorities in London, namely that the inhabitants of the leased territory became British subjects, but you do not show that this opinion was ever agreed to by China, and it is impossible for me to accept it. I have, however, already referred the question to the Wai Wu Pu for
decision.
